Thus, though there may be 'sham' elections held, the governing process of North Korea most likely resembles a dictatorship as it has been under a single ruler, Kim Jong-Un. But at the same time, the leader appoints people in power, conducting assemblies and councils but at the end of the day, every decision rests in him. Thus, we can assume that the common people have little to no involvement in the governing process of North Korea.
