That is also an example of a moral law, stealing is illegal. These are things that are guidlines for the whole community. Someone doesn't need to be moral to be ethical. There may be someone who has no moral compass but follows ethics to be in good standing with society. Ethical behavior includes honesty, integrity, fairness and a variety of other positive traits. Those who have others' interests in mind when they make decisions are displaying ethical behavior.
