The term democracy comes from the word demos, which referred to the citizens. This is because it was the citizens who had the right to vote and decide on various political questions. All who could participate had the equal right to discuss and state their ideas, and their votes had an equal effect.

However, not everyone was considered to be a citizen. In fact, only adult free males who were not foreigners had the right to vote. This strictly excluded women and slaves who were not considered to be politically adept.
