Veto power can be a good and bad thing. When it comes to veto power, I don't believe that right or wrong is at risk. In democracies, the majority rule is used to decide what decisions should be taken. So, if there are 100 people in a democratic unit and 51 of them say "yes," we say "the majority rules," and the "Yes side" wins the vote. Obviously, in a unit of two, if the participants disagree on an issue that needs a vote, they will never be able to reach a majority. As a result, groups that need votes set up ODD total numbers for themselves.
